"The Man on the Fifth" is famous nickname for the Mayor of Chicago, whose historic office is located on the fifth floor of Chicago City Hall. Journalists, politicians, and locals often use the phrase to refer to whoever holds the mayoralty and the centralized political power that comes with it. This thinking man sculpture, which on the east wall outside the the City Hall doors, also makes an appearance classic Blues Brothers movie.
